Stakeholder & Ecosystem Mapping Canvas
A practical canvas for understanding who is affected, who decides, who implements, who funds, and how relationships shape an initiative or system.
Use it before making major decisions, launching a new initiative, redesigning a program, building a partnership strategy, or trying to understand why implementation is stuck.
1. Start with the question
- What decision or challenge are we trying to understand?
- What system, geography, program, or population is in scope?
- What would we know differently if the map were useful?
Set the boundary
- What is inside this map?
- What is outside it?
- Which time period matters?
- Whose perspective is currently represented—and whose is missing?
2. Who is affected?
- Participants or clients
- Community members
- Staff or frontline workers
- Families or caregivers
- Groups disproportionately affected
3. Who decides?
- Executives and managers
- Boards or governance bodies
- Public agencies or regulators
- Funders or procurement leads
- Informal leaders with real influence
4. Who implements?
- Internal teams
- Delivery partners
- Volunteers or members
- Vendors or contractors
- Community-based organizations
5. Who funds or enables?
- Foundations and donors
- Public funding sources
- Corporate partners
- Institutional sponsors
- Infrastructure, data, or referral partners
6. Who shapes legitimacy?
- Trusted community leaders
- Professional or peer networks
- Researchers or subject-matter experts
- Media or public voices
- People whose support or resistance changes what is possible
7. Map the relationships
- Who collaborates regularly?
- Where are relationships weak, duplicated, or missing?
- Where does information flow well—or stop?
- Who depends on whom?
- Where are there tensions, trust gaps, or misaligned incentives?
Assess influence & interest
- Who has high influence and high interest?
- Who has high influence but low engagement?
- Who has high interest but limited formal power?
- Whose influence is informal but significant?
8. Turn the map into decisions
- Which stakeholders need deeper engagement before a decision is made?
- Which relationship needs strengthening first?
- Where is ownership unclear or duplicated?
- Which actor is missing from the current strategy?
- What influence or dependency creates the greatest implementation risk?
- What should change in the next 30–90 days because of what the map reveals?
A useful map is a conversation, not a diagram.
The value comes from comparing perspectives, surfacing assumptions, and deciding what relationships or voices need attention. Revisit the map as the system changes.
