Program Design Canvas

A practical canvas for designing or refining a program by connecting the problem, people, intended impact, activities, capacity, partners, evidence, and sustainability.

Use it when launching a new initiative, redesigning an existing program, preparing for a pilot, or trying to make a program model clearer before investing more resources.

1. Define the problem

  • What problem or opportunity is the program addressing?
  • What evidence tells us this problem matters?
  • What are the root causes versus the visible symptoms?
  • What has already been tried?

2. Identify the people

  • Who is the program for?
  • Who experiences the problem most directly?
  • Who needs to help shape the design?
  • Who could be unintentionally excluded?

3. Clarify intended impact

  • What should be different for participants or communities?
  • What near-term outcomes are realistic?
  • What longer-term change are we contributing toward?
  • What is outside the program’s direct control?

4. Choose the activities

  • Which activities are essential to the intended outcomes?
  • What should participants actually experience?
  • What can be simplified, combined, or removed?
  • What sequence matters?

5. Assess capacity

  • What staff, skills, systems, time, and funding are required?
  • What capacity already exists?
  • Where are the major gaps?
  • What must be built before scaling?

6. Define partner roles

  • Which partners are essential?
  • What does each partner contribute?
  • Where are roles overlapping or unclear?
  • What relationships need strengthening?

7. Decide what evidence matters

  • What should we measure from the start?
  • What outcomes matter more than activity counts?
  • What should we learn from participants and partners?
  • What evidence would trigger a design change?

8. Plan for sustainability

  • What must be financially sustainable?
  • Which capabilities should remain in-house?
  • What partnerships or revenue sources support continuity?
  • What should happen if funding or leadership changes?

Stress-test the design

  • Is the problem definition clear enough to guide choices?
  • Do activities logically connect to intended outcomes?
  • Is the design realistic given available capacity?
  • Are participant and community perspectives reflected?
  • Can we explain why each major activity exists?
  • What would we pilot before scaling?

Use the canvas before adding complexity.

A strong program model makes the logic visible. If the team cannot explain the problem, people, intended impact, activities, capacity, evidence, and sustainability simply, the design likely needs more work before expansion.
